OK, LET’T GET BACK TO FIXING THIS STATE, OUR BEST MOVE WOULD BE AN INSPECTOR GENERAL

Hopefully you did not forget all the information about the benefits of having an office of INSPECTOR GENERAL here in DelawareAbout 30 states have one. I’ve spoken to a number of them….they work well, VERY VERY WELL. 

Their job description is very simple…THEY INVESTIGATE WASTE, FRAUD AND CURRUPTION OF ALL KINDS WHICH EXISTS IN STATE GOVERNMENT, AND/OR WITHIN ANY OTHER ENTITY WHICH MAY BE INVOVED IN GOVERNMENTAL WASTE FRAUD AND CORRUPTION; LIKE LOBBYISTS, BUSINESSES, ETC.

They don’t wait for tips to come in from some  hot line.  They don’t wait until a crime has already been committed.  THEY GO OUT AND SEEK WHERE WASTE, FRAUD AND CORRUPTION COULD POSSIBLY EXIST AND THEN THEY INVESTIGATE THE OPERATIONS AND ATTACK IT BEFORE IT CAUSES REAL PROBLEMS.   INSPECTOR GENERALS  are literally the watchdog of state agencies and state personnel and even elected officials.  Recently one of their investigations  in Pennsylvania resulted in 8 state legislative aides and 3 elected officialS being taken of the state capital in a handcuffed “perp walk” for booking and arraignment.  NOW THAT’S THE WAY TO DO IT. 

INSPECTOR GENERALS wake up in the morning and say; “Ok, where do I look today for waste fraud and corruption”. Don’t tell me that wouldn’t work here in Delaware….EVERY SINGLE SCANDAL WE HAVE HAD COULD HAVE BEEN DETECTED AND PRVENTED AND/OR SUCCESSFULLY PROSECUTRED  IF WE HAD HAD AN INSPECTOR GENERAL IN DELAWARE:  THE PRISION SCANDAL/ RED CLAY SCHOOL DISTRICT GIVING A NO BID $260,000 CONTRACT TO A VERY QUESTIONABLE COMPANY WITHOUT PROPER PAPERWORK, WITHOUT GOING THROUGH A BIDDING PROCESS/ THE MENTAL HEALTH DEPARTMENT SCANDAL/ THE FINANCE DEPARMENT’S MILLION DOLLAR THEFT/ SERIOUS ALLEGATION OF POLICE MISDEEDS, AND EVEN POSSIBLE CRIMINAL ACTIVITY…..AND SO ON, AND SO ON, AND SO ON.

Try this example—-I read the Red Clay School district State Auditor’s report to three of my new Inspector General colleagues.  After I finished readng it, they all said….”Where is the mention of the indictment.”  When I told them that there was no indictment, they were amazed.  One of them said, “If that happened in my state, some one from the school district would be in prison and some one from the company which got the contract would be in prison by now”.   BUT NOT IN DELAWARE….NO ONE IS WATCHING THE SYSTEM, NO ONE FOLLOWS UP ON SERIOUS ALLEGATIONS, OTHER THAN WRITING REPORTS AND TELLing THE PEOPLE INVOLVED NOT TO DO IT AGAIN.  No one pays the price for misdeeds or,  even serious crimes in our state government.

GUESS WHO HATES THE IDEA OF AN INSPECTOR GENERAL POSITION IN DELAWARE?  Your friendly complacent State Auditor, and your virtually ineffective Attorney General’s office.  Are you surprised?  I’ll bet not.  You have to undestand how the Inspector General’s function would effectively force out Attorney General’s function: 1. They investigate suspcions.  2. When waste fraud and/or corruuption exists, they prepare iron clad cases and present it all to the Attorney General.  With such iron clad proof, the Attorney Generals in their states cannot opt to drop cases.  They are forced to actually prosecute such cases because the proof and evidence in presented on a silsver platter which they would be afraid NOT to prosecute. INSPECTOR GENERALS WHOM  I HAVE SPOKEN TO SAID THAT MORE THAN 98% OF THE CASES THEY BRING TO THE THEIR ATTORNEY GENERALS ARE SUCCESSFULLY PROSECUTED, BECAUSE THE CASES ARE SO WELL PREPARED THAT THEY WOULDN’T DARE NOT PROSECUTE THEM. 

State Auditors and Attorney Generals don’t have the option of prosecuting or noT….if they did fail to prosecute…you can be sure that the next investigation by the Inspector General would be investigating the State Auditor and/or Attorney Generals office which would choose not to prosecute the iron clad case brought to them by the Inspector General.

The very existance of an Office of Inspector General would be a crime preventive measure.  Most governmental waste fraud and corruption is committed because state personnel know that in Delaware there is no really effective watch dog.  The creation of an Inspector General’s office would literally scare prople into not breaking the law.  One New Jersey Inspector general discovered, investigated and arrested people in a 15 million dollar scam  regarding a school building project, BEFORE THE CRIME ACTUALLY TOOK PLACE. That’s right; the Inspector General prevented the crime and arrested those who were planning it.  There are hundreds and hundreds of cases just like the one in New Jersey.  Most of the waste fraud and corruption discovered and prosecuted in Louisiana regarding the Katrina funding was discovered by the IG and charges were filed by their Inspector General….I spoke to the Louisiana female IG who handled the cases.

IT’S UP TO YOU!  PUSH THIS ISSUE WITH YOUR STATE REPRESENTATIVE AND YOUR STATE SENATOR…TELL THEM THAT YOUR VOTE DEPENDS ON WHETHER OR NOT THEY WILL VOTE FOR THE POSITION OF INSPECTOR GENERAL.  If it doesn’t happen, it YOUR fault for not pushing hard enough.
